More PSU Energy Docs – January 13, 2014

We’re getting close to the end of this phase…rumor has it the PA-DEP will issue the permit approval for the WCSP project shortly and that the approval document is currently under EPA review.

If DEP and EPA both sign off, community-based energy strategic planners will then have to decide how far to push the issues through the Environmental Hearing Board process, which is time-consuming, complex and expensive.

We’ll also have to figure out other next moves, such as investigating the funding and leadership of INGaR (dormant since March 6, 2013?), and lobbying the State College Borough Council to enforce the municipal charter’s Community Bill of Rights and the PA State Constitution’s Environmental Rights Amendment (Article I, Section 27):

“The people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment. Pennsylvania’s public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, the Commonwealth shall conserve and maintain them for the benefit of all the people.”
