Mike Rybacki wrote an alternative energy plan for PSU – Rybacki Alternative Energy Plan – and submitted it to PSU Office of Physical Plant Director Rob Cooper on September 11. (More background/plan summary.)
At OPP’s invitation, Mike then participated in a discussion meeting with OPP staff on October 8; present at the meeting were Mike Rybacki, Rob Cooper, Energy Program Engineer Mike Prinkey Sr. and Energy Program Engineer Jason Moore.
Rybacki is currently drafting responses to a set of follow-up questions posed by Cooper, Prinkey and Moore. It’s very interesting material, particularly around the issue of which EPA regulations actually govern Penn State’s energy options at this time.
